Description:
Reporters don't have the Mail Queue Log link (mail_queue.php) in the isssue details page (view.php)

Standard Users do have this link but when used it displays
"Sorry, you do not have permission to view this page"

How to repeat:
-Log in with Standard User Eventum account.
-List issues
-View an issue
-Use the Mail Queue Log link at the bottom of the page
-An "Sorry, you do not have permission to view this page" message appears

Suggested fix:
Enable Mail Queue Log access for Standard Users

As you noted you already reported this in 37324, please do not open duplicate bugs as it causes confusion and slows down work on any of the bugs.
