Description:
The current voting does not show popular appreciation of an item. If an object (project, tool, worklog) receives a 5-star vote, it is visually equivalent to one having received 100 5-star votes.
Another unfair side effect is that an item with one 5-star votes looks visually more popular/appreciated than an item with ten 5-star votes and one 4star vote.

IMO, it would be fairer the following:

* allow only "+" or "-" votes to each user;
* allow one vote for every three contributions (projects or tools) per day 
  to each user (with a max of 5 votes/day);
* show the votes as the sum of all votes
* convert existing votes to the new system (1 and 2 become "-", 3,4,5 become "+")

How to repeat:
Vote for a new project and compare with a project which has two or more votes.
