the 5.10 active perl release does not show dbd:mysql in the list of modules. i uninstalled 5.10 and re-installed 5.8 and it popped back into ppm. i think this has resolved my issue, but anyone trying to use dbd:mysql in the future will have issues, especially if they are new to perl (like me). JOhn

Thank you for the report. We don't work on DBD::mysql bugs anymore. All its bugs should go to CPAN: https://rt.cpan.org/Public/Dist/Display.html?Name=DBD-mysql Since you use Active Perl and this is its packaging issue you can report bug there as well.
