Description:
Partial cluster start does work.

4 db nodes (started with -i), kill 2 nodes (A,B) (simulate partial power failure), then the last two nodes (C,D) are shutdown or fails. It is not possible to restart only C and D.

This is very important to at least one customer.

How to repeat:
Start four nodes (initial start), kill 4 nodes, restart 2 of the nodes.

This has been fixed by WL1357 which is in code-review
