Description:
I'm using mysql-6.1-fk.
I start mysqld with --foreign-key-all-engines=1.

In MySQL 6.0.5, if I say
SELECT @@foreign_key_checks;
I get '1'.

In MySQL 6.1.0, if I say
SELECT @@foreign_key_checks,
I get '0'.

How to repeat:
mysql> select @@foreign_key_checks;
+----------------------+
| @@foreign_key_checks |
+----------------------+
|                    0 |
+----------------------+
1 row in set (0.00 sec)

Neither Peter nor me can reproduce this behavior with current snapshot of
of mysql-6.1-fk tree. Therefore moving this report to "Can't Repeat" status.
