Description:
Specifying the SE version instead of the OSS version on the page that gives you the list of mirror as a xml page reveals the download link to the SE version.

And using that link gives you the SE version of Workbench.

Suggested fix:
Use some kind of login for the SE version

Thanks for the info. At the moment we simply haven't implemented authentication for downloading SE versions yet. This is on our list.
