Description:
To prevent spam, all user input should be filtered by a Captcha check.
Currently, only the login form uses such check. It should be added also for tools, projects, and comments.

The check should be removed after a user has inserted three tools or projects without complaints.

Suggested fix:
Add the Captcha form.
