Description:
When starting a 16-node cluster where ServerPort was assigned but the same
for all nodes (8 nodes per computer) the restart went completely corrupt.
Would have expected ndb_mgmd to report erroneus configuration rather.

How to repeat:
Create 16-node config file on 2 computers and set ServerPort in default section
for NDBD

Suggested fix:
Ensure ndb_mgmd checks consistency of config file.
