I wasn't be able to repeat the behavior reported. Please verify if the shortcut used for start MySQLCC is pointing for the correct path.

I have the right shortcut on the desktop. this is surely not the problem. probably it has something to do with the dll?

I installed the same zip-file on a W2K PC with MySQL 2.23.49 version and it also doesn't work. If necessary, you can access the source repository and build the latest available version, including the bugfix, yourself.
