Description:
it would be very usefull to write a comment for any change I do in
advisors/manage rules
but there's no field to do this
especially for changing Thresholds in certified rules

How to repeat:
it's no bug and you'll see it (or can't see a comment field) when you use advisors/manage rules in certified rules
