Description:
When you navigate around an EER diagram by clicking on objects in the "Layers" palette, the scroll bar misrepresents the location of the view port onto the diagram.

How to repeat:
Add objects at the top and the bottom of an EER diagram. Scroll to the top of the diagram using the vertical scroll bar. Choose the "Layers" palette and navigate to the bottom of the EER diagram by clicking an object located at the bottom. Note that the vertical scroll bar is still positioned at the top. The same occurs with the horizontal scroll bar. 

Suggested fix:
Change the location of the scroll bars when navigating using the "Layers" palette.
