Description:
The I_S.engines table reports "TRANSACTIONS' for Maria engine as "yes"

In case maria tables are created TRANSACTIONAL = 0, I could figure some problems if a client program checks in I_S how to handle that table!

For instance the user/client may not want to perform certain operations if ROLLBACK is not possible.

It's not a bug. The I_S.engines table reports capabilities of the storage engine, these capabilities may or may not apply to each individual table.
