Description:
(similar to Bug#32419 Rules sorted by resource key rather than value)

The events on the Events page are not sorted based on value (i.e. the actual rule title), but probably based on the resource key.

How to repeat:
- install a server with agents
- schedule different rules that fires events
- open the 'Events' page with some 'not closed' events
- click on the blue 'Rule' link above the rule names to sort by rule name
- see that the sorting is not alphabetical (bosth for sortong ASC or DESC), but different.

Suggested fix:
Sort the event by value rather than key.

I've added the bug sync'ed with (duplicate issue) EM-263, and raised the Effort and Risk to High.

We can't do this without some big infrastructure changes to load/sync/use resources from the DB rather than resources files, and I'm not sure that's in scope for 2.2.  Please advise.

Not even 2.2 consider ... proposing 2.3 consider.  We really need to move the localization resources into the DB for other purposes, as well, so we should do so.
