Description:
If an object is removed from a layer and then placed on that layer again you do not need to press Ctrl to remove it a second time.

How to repeat:
Add a layer to the canvas. Add an object to that layer. Remove the object by pressing the Ctrl key and dragging it using the left mouse button. Put the same object back on the layer. You can now remove it using the mouse only. You do not need to press the Ctrl key.

Suggested fix:
Require that the Ctrl key be pressed when removing a second time.

This is expected behaviour. In order to lock an item to a layer a second time you must press the Ctrl key while dragging the object back onto the layer. I'll add this to the documentation.
