Description:
The words Critical, Warning, and Info are not being translated in the notification emails, both in the subject line and under the thresholds section.  

How to repeat:
- set sever locale to Japanese via the settings tab
- complete outgoing email settings on the settings tab
- create notification group
- schedule rules and assign notification group
- read notifications

When the user locale is set the Japanese the words Links for Further Reading are followed by three dots which is not the case when the locale is set the English.

r8771 - Translated level name in subject
r8772 - Removed ellipsis that only appeared in Japanese translation.

The ellipses are gone but Critical, Warning, and Info are still not translated.

Please check that your server locale is japanese, not your user locale. If this were not working properly, you would see an invalid key rather than just the english level name.

The entire email would have been in English if I had not set the server local to Japanese.  In this case, everything was translated to Japanese except for Critical, Warning, and Info.

r8813 - Subject was properly translated and body was retrieving from bundle but not prepending with namespace.
