Description:
When you click the Graph tab of the dashboard, the label of the "expand all/collapse all" button is Japanese "すべてを展開"(expand all). But once it is clicked, it turns to English "expand all" and it toggles between "expand all" and "collapse all" when click it. 
In addition, when Graph tab is displayed, all graphs are expanded already, so the first label should be "すべてを閉じる(collapse all)" or all graphs should be collapsed at first. 

How to repeat:
In dashboard, move to the Graph tab from another tab and click "すべてを展開" button several times.

Additional problem description is wrong. The "expand all/collapse state" is kept from the last time the Graph tab is left. Nevertheless, always "すべてを展開"(expand all) is shown on the button when you move to it from another tab.
