Description:
Dropping objects on the edge of a layer makes them inaccessible.

How to repeat:
Create a new layer. Pick up a view and place it on the edge or part way into a layer. The object cannot be selected or moved.

if a new object is placed near the border of a layer the object should be placed completely inside the layer.

I changed severity to S3 because the object is still selectable when you click on some part of the object that's inside the layer. And when you resize the layer it automatically enlarges so that the object is fully inside the layer.

layer is now automatically extended so that the table is inside the layer (and fully visible)
