The installer needs to create the initial user and set the locale appropriately. The current functionality retrieves the locale from the browser before the user logs in the first time. The user can then change the locale if it is not appropriate.

The product is designed to use the locale of the browser that connects to it. Otherwise we need to write a file from the installer and pick it up with the server. That would only be for cases where the installation was done in a different language than the end user was using for normal every day browsing.
