Description:
help menu not working. from help menu, selecting help index does not generate any errors, but help menu is not shown. I have checked that it was not a 'pop under' scenario, it simply never appears. 

How to repeat:
Open Workbench. Go to Help -> Help Index. 

Suggested fix:
have help menu activated.
