Description:
The top toolbar does not display the button hints when hovering over them.  This especially gets confusing when using the EER Diagram tool as there are additional buttons that are not explicitly clear in what they do.

How to repeat:
1. Create a new EER Diagram
2. Hover over the buttons in the top menu
3. No button hint will be displayed

Suggested fix:
When hovering over toolbar buttons they should tell you what they are (a short name).
