OK. Now .NET 2.0 and 3.0 are both installed. However, startup of Workbench still fails. I'll open a new bug.

By accident, you closed the bug instead of reopen it. Verified as described.

This is a pure MS problem. The link to the installer is not provided by us but by the application loader on which we do not have any influence.

I originally noted that it might be a MS bug. I probably closed it on purpose when I opened the related bug. Regardless, there needed to be a place tor people to find out what to do next when they encountered the error while attempting to use workbench.
