Description:
The help action that retrieves localized content was not set up to retrieve the user set locale and always defaulted to english.

How to repeat:
Place a ja.jsp file in WEB-INF/pages/help/
Set locale to Japanese
Go to the help page
Verify that the page shown is en.jsp

Suggested fix:
Complete feature, testing that the locale specific document exists before attempting to display.
