Description:
Using the 'From/To' filter for graphs results in the times shown in the graph x axis labels showing different times than specified in the filter. 

For instance, if I specify 2007-09-04 01:00 -> 2007-09-04 03:00 I see in the x axis 18:00 -> 20:00.

How to repeat:
Specify a From/To filter in the graphs tab, and observe the times shown within the graphs.

Suggested fix:
Show the times specified within the filter

Taking, either a rendering issue or a timezone not being passed down to server.
