Description:
newly added server shows down in the ui, and could potentially send a false alarm notification

How to repeat:
stop an agent
let it go red in the ui
delete the server/agent from the ui
see that it is gone
restart the agent
it appears red in the ui for several seconds

Suggested fix:
i think we have some dirty data we are keeping around after a server delete

i tried it.  it was nearly instant for me.  basically, as soon as the first DC heartbeat came in.

upon reconnect, the agent should immediately show up

Without deleting the server from the list (and still using the proxy connection in the monitor), as soon as I restart the agent then the dashboard showed the server in green. Seems fixed but want review from the council.

An entry was added to the 2.0 changelog:

A newly added server showed as “down” in the user interface, and could potentially have sent a false alarm notification.
