Description:
at first time startup, we allow a user to select locale's that we don't currently have properties files for... ie. no translations - all are english.

How to repeat:
fresh install, wipe your db, or delete from properties

Suggested fix:
only return a list of locales we can actually support properly for both language and time formats

Work has been done so that locale's do work for setting proper time/number formats.  Translations will be picked up as they are provided.
