When WinMySQLAdmin throws this message means that wasn't found the TCP/IP support in the environment. This isn't first time that behavior is reported for Win 2003 Server and the first user have commented that was able for to run the tool only when simultaneously had connected with the internet. So my guess is that you have logged with user privileges without the service of TCP/IP granted. Please run the command: netstat /a and verify the TCP/IP stuff.
