Description:
"TRUNCATE TABLE requires the DROP privilege as of MySQL 5.1.16. (Before 5.1.16, it requires the DELETE privilege."

Giving DROP privilege is too much, I don't want user to drop the table.
Still I want a fast "delete all rows" function.

How to repeat:
mysql> TRUNCATE ..;
ERROR 1142 (42000): DROP command denied to user '..'@'localhost' for table '..'
