Description:
Possibility to disable arbitration by setting ArbitrationRank=0
on all nodes in MySQL 5.0 and 5.1.
Currently, setting ArbitrationRank=0 for all MGM/API nodes means there is no Arbitrator but the protocol itself is not disabled.

How to repeat:
Set ArbitrationRank=0, and check logs for arbitration messages.

Suggested fix:
Already available, but needs to be looked into for apply to MySQL main 5.0 and 5.1.
