Description:
From http://dev.mysql.com/doc/refman/4.1/en/using-system-variables.html:

"As of MySQL 4.0.3, most of them can be changed dynamically... Before MySQL 4.0.2, use this syntax instead:"

I think this should read "before MysQL 4.0.3" -- if not, what is the difference between pre-4.0.2, 4.0.2, and 4.0.3? As I read it, there are only two behaviors, pre-4.0.3 and 4.0.3 and greater.

How to repeat:

Thank you for your bug report. This issue has been addressed in the documentation. The updated documentation will appear on our website shortly, and will be included in the next release of the relevant products.

Correct, it should read "before 4.0.3", not "before 4.0.2".
