Description:
Each time when i try to initialize a new database Connection in an Java Application, i get the below error.

java.sql.SQLException: Server configuration denies access to data source

MySQL Version      : 4.0
Driver             : MM.MySQL-2.0.4
JDK version        : j2sdk1.4.2_01

This is not a permission issue as the same piece of code regularly creates
connection to the database, but sometimes this error comes.

How to repeat:
There is no pattern being observed.
