Description:
If I send an email to the notification list, it does not reach all the persons on the notification even though all members of the notification list has the property "Emails are Received or Sent" set to true. 

How to repeat:
1. Make sure you have enabled email integration
2. Send an email to Eventum from an email address that does not have an account in Eventum
3. Create a new issue from that email in the Associate emails view
4. Associate the issue to somebody
5. Reply or send an email from the Issue details page

Now there is a warning that says that the email is sent to everybody on the notification list. But if you look at the mail queue for that issue, you will see that the mail has only been sent to the person who sent the email, not the staff member who the issue is assigned to.

If I edit the notification list and ad another staff member and send another email, that email is sent to 1) The newly added staff member 2) the person who sent the email to Eventum in the first place, bot not the staff member that is assigned to the issue.
