Description:
These two sentences come from the department of redundancy and repetition department:

To enable this storage engine, use the --with-csv-storage-engine option to configure when you build MySQL.

To enable the CSV storage engine if you build MySQL from source, invoke configure with the --with-csv-storage-engine option.

Suggested fix:
Remove one of the sentences.
