Description:
The attached test case prepares an SQL statement and then attempts to retreive the name of the parameter.  Instead of the returning the name, SQLDBC returns the empty string.  The SQLDBC API documentation does not list any prerequisites or limitations on retrieving a parameter name.

How to repeat:
Compile and execute attached test case.
