Thank you for the bug report. Looks to me as a feature request to add an option in the install process to install or not install the test database.

The test suite that is delivered with the server requires the test database.

Yes, and? 99% of the users probably don't run that testsuite. Why should they have a test database created? And can't the other 1% create the database when needed?
