Description:
This is extremely frustrating for an upgrade install.  The first time setup prompted me to create an administrator and agent accounts, both of which I already had.  If I leave either blank I can't pass go.  If I enter duplicate information I can't pass go.  This is unacceptable.

If the credentials exist don't force me to enter them.

This does not appear to be possible unless the server is returning an incomplete list of users. I was not able to repeat the issue based on the provided information.

If this occurs again, see the Setup controller on or around like 205 and print out the user information returned from the server. Note that agent credentials should be prompted for if there were no users of type agent and admin credentials should be prompted for if there is ONE admin with the default username and no password. 

Also be sure to check that the network user name, md5 password or license key appear in the properties table and that tomcat had been restarted since any manual changes to the DB.
