Nope, it tells me "You must provide a comment." unless I add a comment as well.

Btw - having it as it is might make sense since the system only has limited logging (?) of the edits, but it'd be neat if it would just default to "added/removed tags: ...". Actually, when the tags are edited, maybe it should always add that to the comment.

Yes, only developers can add tags without comments. This might be fixed for a non-dev. submitter as well.

Adding a comment makes sense even if one just changes tags. Won't fix.
