Description:
Hi,

The installer for Windows sets the character set to latin1 by default. Could this be changed to UTF-8?
It'd be nice to make that change for new installations on other platforms too.

How to repeat:
Run the installer (5.1) for Windows and don't change the defaults.

Fixed in 8.0.1 by changing default to utf8mb4 (WL#7554).
