Description:
Getting error trying to delete a category even though it has no rules under it. I'm assuming this is a caching issue on the server side.

How to repeat:
Copy a rule
Set the advisor dropdown to new advisor
Put something in the new advisor name field
Save
Edit the rule that you created
Set the advisor to something other than the advisor you created
Save
Attempt to delete the advisor you created

Suggested fix:
fix the caching to correctly test this advisor for whether deleting should be allowed
