Description:
Other systems convert on the file.

IE oracle EBCDIC loads will allow a control file, and will convert from ebcdic including zoned packed numbers on the fly.

Converting a file from ebcdic or zoned format inside mysql is extreemly slow.

Improve load infile syntax and handler to allow conversion at time of import
