Description:
Why have you combined all users root node with any-host.  I think this is very dishonest and mis-leading.

How to repeat:
1. Current scenario is:

+ ROOT (%) 
+-- localhost

2. I propose you change back to old way it was:

+ ROOT 
+-- %
+-- localhost

And why is localhost added to root but not added to any other user by default.  Some things here just don't gel.

Behaviour of root seems consistant, so I will close bug, still dont understand why root has localhost added automatically though.
