Description:
If you reload a stored application state and navigate back to the welcome screen the "next" button is disabled.

How to repeat:
Migrate a database and save the application state when you get to the summary screen. Close MT. Re-open MT and reload the stored application state. Navigate back to the welcome screen. 

Suggested fix:
Enable the next button.
