It's not the "uptime since the last FLUSH STATUS command", it's SET CONNECTION STATUS. A connection gets "connection status" variable that it can set arbitrarily. I don't quite see the point in doing it. And it's not ported to 5.1 even, so I suppose it's abandoned.
