Description:
When connecting using Administrator GUI tool or Query Browser GUI tool or command line client, it gives below error:

Could not connect to the specified instance. MySQL Error Number 2003. Can't connect to MySQL server on "hostname" (10061). 

Please note,
1.   I am using MySQL 5.0.27 on Windows XP.
2.   My Windows XP firewall is off. So port 3306, 10061, 10060 are not blocked.
3.   I configured on port no 3306, which is used only by MySQL.
4.   When I installed freshly, it allows me do work for some times. And after some time, it suddenly stop working with giving above error.

How to repeat:
If any configuration required, I can provide.
