"There is no support for transactions." - is it still true for version 5.1?

Yes, it is still true, as written at http://dev.mysql.com/doc/refman/5.1/en/federated-limitations.html. FEDERATED storage engine (by itself) does not support transactions (look at XA if you need something that support two-phace commits and distributed transactions).
