Description:
When selecting the no notifications option as well as an actual notification group during scheduling, you receive an error saying that the "" group does not exist.

Recommend deferring to post 1.0

How to repeat:
Create a notification group
Go to schedule a rule
Select "[no notifications]"
Hold down shift or control and select another group
Attempt to schedule
Note that you get a message "Notification target "" does not exist."

Suggested fix:
Either improve the logic in the controller to ignore the "[no notifications]" selection when another group is selected or add javascript that prevents the selection of "[no notifications]" with anything else (removing the selection on "[no notifications]" if something else is selected after it)

Removed error - not doing javascript unselect for now. Patch queued.
