Description:
I clicked on the link to report a bug.  It allowed me to enter my email address.  I specified new account and clicked continue.  The next screen prompted for my email address, password, and newsletter preferences.  I filled in the form, clicked continue, and ended up on a page telling me that the page I was looking for was not found.  I used the back button on my browser.  This took me to a page that said I was logged in and offered to let me update my user account preferences.  I clicked back again and ended up at this form.

follow the steps outlined above

Suggested fix:
fix the html redirect and tracking for the destination page
