Description:
Clients that depend on this DLL won't run after a standard MySQL install on a Windows OS. The admin needs to manually copy this DLL into the system dir.

How to repeat:
Install MySQL.
Run a client that requires the DLL.

Suggested fix:
Let the installer install the DLL if the DLL being installed is newer.

In our experience installing DLLs in a shared
location causes more problems than it solves.
We prefer that the application that needs the
client library bundle it or write instructions
how to install it to work in the setup.

We will try improve the on-line documentation
about this client library usage on Windows.
