Description:
Currently, the default arbitrationrank for MySQLD nodes is 0. 

This means that a cluster without custom configuration of ArbitratonRank that loses it's last management node only needs to suffer a crash of one datanode before the cluster goes down as whole, because there will be no arbitrators left.

How to repeat:
Please start a cluster using a default setup such as the one appearing in http://dev.mysql.com/doc/refman/5.1/en/mysql-cluster-config-example.html

First, take down the management server. The cluster will remain up and running.

Then, take down one of the datanodes. The other node will suffer forced close down because there are no arbitrators. 

Suggested fix:
Please make the default ArbitrationRank for MySQLD nodes 2 or 1, not 0
