This is not a bug, but rather a (old) policy - the binary tarballs did not include the shared libraries before, either (this was done to reduce the library dependencies). However, work is in progress to supply these as separate "mysql-shared" packages.

Can't be deferred any longer, obviously we are not fixing this.
