How to repeat:
Open Mysql Administrator (German)

In the left pane select  'Serverstatus'

In the right pane activate the 'Connection Health' tab.
Right click into a graph and select 'Seite editieren'.

Window Graphen-Einstellungen pops up.

In the upper right corner of the window the iconize and maximize/mimimize 
buttons are missing, as well as the windows menue in the upper left corner.

This graph property editor is a tool window and as such has no system menu or the ability to be maximized and minimized. This is common on Windows.
